Korean Court Launches <Gre 1.0>: The Guardianship Report Writing Program

On September 23, 2016, the Korean court launched <Gre 1.0> software designed to enhance the guardians’ convenience in writing guardianship reports.
Guardians are obliged to make written report on their yearly guardianship works on wards and submit to the court.  However, most guardians face difficulties in writing the report as many of the guardians are the relatives of the ward and not very proficient in the administrative works.  To address this issue, the court developed the guardianship report writing program and launched it on September 23, 2016 on the court website for self-represented litigation (http://pro-se.scourt.go.kr).
Gre 1.0 provides plain-language explanation on adult guardianship and assists the guardians by processing automatic calculations of complex numbers as well as balancing the assets, income and expenses.  The program is expected to reduce the cost and burden of writing the guardianship report.

1. <Gre 1.0>: The Guardianship Report Writing Program
The name “Gre” is both the abbreviation of “Guardianship report” and the Korean word for the positive response of “Okay,” as in “Okay, now I understand.”
The court specifically added 1.0 after Gre with the intention to signify its effort to continue improve the user experience and problems that may arise in the program.
The format of guardianship report on Gre 1.0 is exactly the same as its paper version, composed of the basic guardianship information, protection of the ward, income, expenses and other items.  An animated character named “Gre” will appear in video clips for each item to provide detailed explanation on how to fill out the column.

2. How to use Gre 1.0

   ¡Û Available from September 23, 2016 on the Supreme Court Pro-se Litigation website (http://pro-se.scourt.go.kr).

   ¡Û The guardian user will first begin by joining the website and signing in.  The [Guardianship Report] is found under the [Official Forms].

   ¡Û Basic case information automatically appears by simply typing in the guardianship case number and the ward’s name.

   ¡Û Automated convenience features include: the sum of values; adding and deleting the assets, income and expense lists; and creating a summary table for asset inventory.

   ¡Û When all raw data entry is completed, a click on the [Print] button will create a PDF version of the guardianship report.  The user can save the file and submit to the court through [Electronic Submission] feature.

3. Animated character: “Gre”

   ¡Û The program also brought up an animated character named “Gre” to provide easy and friendly explanations on the adult guardianship system and on how to write the guardianship report.

   ¡Û The face of Gre brings cute and smiley impression with the all-embracing eyes.

   ¡Û Gre detects the feelings and thoughts of guardians with the star-shaped antenna on the top of his helmet, and the pain and wishes of wards with the angel headphones.

   ¡Û The curvy shape of Gre’s body gives the soft and puffy impression, and Gre likes to give warm hugs to people having hard times.

   ¡Û Gre has strong empathy to look after someone, which is why he is keeping a doll in his front pocket.

4. Expected Effects of Gre 1.0
Development and distribution of the guardianship report writing program will lessen the guardians’ burden of listing the wards’ assets and writing of guardianship reports.
The program will provide greater assistance when the elderly guardians ask help to younger people around.  Gre offers printable reports in computer fonts, which will enhance the legibility problem of guardianship supervisors reading the handwritten reports.
For guardians with financial difficulties, the program will also remove the cost burden of getting the assistance of judicial scriveners to write the report by simply writing the cost-free report online.
The guardianship report written on Gre 1.0 can be submitted simply by using the electronic submission system.
