The Honorable Justice KIM Chang-suk was born in Boryung, Chungnam on March 2, 1956. Justice Kim earned his LL.B. from Korea University and passed the 23rd National Judicial Examination in 1981. He was appointed as a judge in September 1986 and started his judgeship at Jeonju District Court.
He served as a judge at Suwon District Court, Seoul District Court, Seoul Administrative Court, Daejeon High Court, and Seoul High Court. He was appointed as Justice in August 2012 while serving as President of the Supreme Court Library.
While serving as a judge in Seoul Administrative Court, he rendered a number of judgments that greatly protected workers in industrial accident-related cases. He was the first to render judgment whose purport was ¡®Even if the accident occurred while coming to work or going home from work, it shall be considered industrial accident if it is directly, closely and internally related to work¡¯. In addition, while serving as a judge in Suwon District Court, he rendered discerning and impartial judgments for cases that hold great social significance based on his firm belief. One of the prime examples is a damage suit filed by small shareholders against company executives. He suggested the limit of company¡¯s responsibility on making business judgment for the first time, holing the company executives accountable.
Justice Kim composed a number of theses and commentary publications. He co-authored Criminal Law Commentary. He also produced several theses in the areas of administrative law and criminal law such as Legal Interest of Confirmation in the Litigation for Confirmation of Nullity of Taxation(2008), The Relation between Initial Assessment and Reassessment in Taxation(2004), and Counting Number of the Days of Pre-trial Detention (1998).
