¡Ý Chief Justice KIM Myeongsu held a virtual meeting with Chief Justice Sundaresh Menon of the Republic of Singapore on October 19, 2020.
¡Ý This virtual meeting between Chief Justices was the first of its kind in the history of Korean judiciary. Such a new way of the virtual meeting was held to replace a scheduled visit by Chief Justice Menon to Korea in an effort to prevent the spread of the covid-19.
¡Ý Chief Justice KIM Myeongsu and Chief Justice Menon shared a view that the advanced court IT system of Korea and Singapore made possible for both of judiciaries to meet challenges such as the covid-19 and properly respond to them. Two Chief Justices exchanged their views on measures to further cooperate to better harness court IT system.
¡Ý On the sidelines of the virtual meeting, the two Supreme Courts signed the MOU for judicial cooperation between the Supreme Courts of Korea and Singapore to provide an institutional foundation for a continuous judicial exchanges and cooperation. The two Supreme Courts agreed to expand the scope of substantive areas of cooperation based on friendly relationship.
¡Ý Following the virtual conference, Chief Justice Menon gave a lecture on the subject of “Judging and the Judiciary: Challenges and Lessons in the Age of Technology” for judges of Korea and Singapore (about 40 judges in Korea and 70 judges in Singapore).
¡Ý The virtual conference and the signing of the MOU is expected to enhance bilateral friendship and cooperation between the two judiciaries on various areas such as exchange of information and experiences, training of judges and court officials, and mutual visits.

- Although our in-person meeting could not be realized due to the covid-19, I am glad to meet you through this new way of meeting called, virtual conference.
- Moreover, this virtual conference marks a milestone in that the two Supreme Courts sign the MOU for judicial cooperation between the Supreme Courts of Korea and Singapore.
- I hope the signing of the MOU will lead to mutual exchanges on various information including court IT and expansion of the substantial scope of cooperation based on friendly relationship between our two Supreme Courts.
¡Ý Main remarks by Chief Justice Sundaresh Menon
- The Covid-19 pandemic has dramatically accelerated the adoption of technologies in all aspects of delivering justice. Although our in-person meeting could not be realized we are able to hold this virtual meeting and sign the MOU for judicial cooperation between the Supreme Courts of Korea and Singapore with the help of technology. This will mark a milestone in enhancing our bilateral judicial ties.
- The MOU that we are signing today will pave the way to share and exchange perspectives on issues of common interests. In the short term, the MOU will focus on technology and court and strengthen training of judges and court administrators. This is also the subject of my lecture for judges of Korea and Singapore to be held after this virtual conference. Going forward, I expect to enhance bilateral judicial ties and learn more about the experience of Korea.
