TITLE [08_10_22] NCA and KBU signed MOU on Issuance of Braille Documents

National Court Administration and Korea Blind Union signed a Memorandum of Understanding (MOU) on the Issuance of Braille Documents (particular family registration certificates and certificates of registered matters) for visually impaired persons.

On August 9, 2022, Minister KIM Sang-hwan of the National Court Administration (NCA) and President KIM Yeong-il of the Korea Blind Union (KBU) signed a Memorandum of Understanding on the Issuance of Braille Documents (particular to family relation certificates and certificates of registered matters).

Documents available in braille are ‘family relation certificate for each registered matter (including removal and resident registration records, and abstract of resident registration record) and ‘certificate of real estate and corporate registration’. Visually impaired applicants can choose the format in which they prefer the braille certificate to be issued. Their selection includes paper braille documents issued in printed copies that the records can be read with fingers, and electronic braille files that can be read by using an electronic braille device.

At the signing ceremony, the Minister KIM Sang-hwan stated that: “This occasion will contribute to a society where those with and without visual impairments live as equal members of the society. The NCA will continue its conscious efforts and provide support to realize full social participation of those with disability and guarantee their equality.”

President KIM Yeong-il stated his appreciation for this effort. He remarked that “This MOU will open the door for fairness and freedom of the visually impaired citizens to defend their rights with the official braille certificate. I would like to extend my gratitude for the NCA’s effort, in its judicial stance, to protect the visually impaired persons’ rights to know according to the Act on the Prohibition of Discrimination against Persons with Disabilities and Remedy against Infringement of their Rights, and the Braille Act.”
