The Supreme Court has been seeking ways of how to provide non face-to-face judicial service recognizing the increasing risk of spread of the Covid-19 virus and the severe circumstances of social distancing measures in place.

In June last year, the Supreme court uploaded on the You Tube channel, “Supreme Court of Korea” the entire education courses that parties must take to prevent delays in procedures in the family court. In the You Tube channel, family court’s court officials appear as lecturers for the courses who would otherwise provide those lectures to parties in-person.

Afterwards, as part of the follow-up measures foreign language subtitles were produced for the video lectures. This measure is to provide alternatives to in-person education courses in order to control infectious disease and prevent procedural delays for parties. It also aims to prevent alienation of foreigners and migrants from the procedure and to ensure access to justice.

The subtitles of the video lectures are provided to a total of 4 courses, 9 classes and 41 video lectures which include procedural guide to uncontested divorce, guide to child rearing for uncontested divorce and for judicial divorce and education for adoptive parents under the Civil Act. Subtitles of all lectures are uploaded on the You Tube channel, “Supreme Court of Korea”.

Producing the subtitles aims to provide alternatives to in-person education courses in order to control infectious disease and prevent procedural delays for parties. It also aims to prevent alienation of foreigners and migrants from the procedure and to improve access to justice. In the coming days, courts of all levels will utilize video lectures as alternatives to non face-to-face justice service for foreigners and migrants.
