Judicial IT Development Commission 

 

¡Ü The first meeting and inaugural ceremony of Judicial IT Development Commission took place in Room 1601 at the Supreme Court at 15:00 on Friday, April 1, 2016. The Certificate of Appointment was presented after the first meeting, at 16:00 in Room 602.

 

¡Ü Background of the Establishment of Judicial IT Development Commission
  - Enactment of the Rules on the Establishment and Operation of Preparatory and Executive Commissions for Judicial Development (resolved and promulgated on February 29, 2016)
 · The purpose of the Rules is to install various types of “preparatory and executive commissions for judicial development” to carry out preparatory and executive works required to find solutions to the issues of judicial administration for the progress of the Judiciary
 · The Commission was established to create a blueprint of the Judiciary’s future through effective communication with experts from outside the courts, by collecting and reflecting the opinions of experts and providing the forum for discussion on setting the strategic direction, planning of the specifics to realize the goals, effective implementation of the plans, etc.
 · The Judicial IT Development Commission is the first commission to begin with in accordance with the above Rules
  - Rise of the need to take the judicial IT quality to the next level
 · The reason to prioritize the establishment of Judicial IT Development Commission before all commissions is because of the increasing need to upgrade the judicial IT level in response to the rapid developments made in the fields of science and technology and the fast-changing IT environment, i.e. artificial intelligence (AI), internet of the things (IoT), cloud computing system, big data, etc.
 · The Commission will review the Judiciary’s e-Court project carried out since 2010 for patent cases, and design and establish a master plan that reflects development direction and growth plan of judicial IT in a more systematic way with longer-term perspective
¡Ü Judicial administration objective of the Judicial IT Development Commission: “To establish a master plan that sets the direction of judicial informatization”
¡Ü Major agenda of the Judicial IT Development Commission
  - Improve of judicial services through judicial informatization
  - Seek for positive changes in the Judiciary by introducing new information technologies
  - Expand the e-Court system and design the next-generation e-Court system
  - Realize e-Courtroom and smart office systems
  - Full computerization of judicial administration works
  - Prepare the human resource base needed for judicial informatization
  - Strengthen communication through judicial informatization
  - Other related matters
¡Ü Organization of the Judicial IT Development Commission
  - The Commission is comprised of nine members from inside and outside the courts, all of whom are the most suitable people to collect and reflect extensive public opinions on the changing IT environment and on the issues of judicial informatization; the selected members have high level of understanding and knowledge on the information technology, future of the information society and judicial informatization
 · Chair: GANG Min-gu (age 58, Chief Judge of Busan District Court)
 · Five experts from outside the Judiciary
       - JEONG Jae-hun (age 52, Lawyer at Google Korea)
       - YUN Jong-su (age 51, Lawyer at Lee & Ko)
       - AHN Gi-sun (age 45, Lawyer, former Chairman of LAWnB and incumbent Chairman of Text Factory)
       - KIM Sang-sun (age 43, Lawyer and deputy director-level official at Korea Communications Commission)
       - LEE Il-hee (age 35, entrepreneur, Chairman of Xenix Studio and Publisher of The Gear News
 · Three judges from inside the Judiciary
       - KIM Hyeong-du (age 51, Senior Researcher at Judicial Policy Institute)
       - LEE Yeong-hun (age 46, Chief of Judicial IT Bureau)
       - LEE Hyeong-geun (age 45, Chief of Registration Bureau)
¡Ü The Commission’s work plan
 · The Commission plans to have eight meetings starting from the first meeting on April 1, 2016 until December 2016.
 · Process: review the agenda and make decision  establish judicial informatization master plan
