The inaugural ceremony of Judicial Administration Commission took place at 10:00, April 11, 2016 at the Main Hall on the second floor of the Supreme Court. The ceremony was live broadcast via CourTV to all courts across Korea.
In the congratulatory speech, the Minister of National Court Administration emphasized that, “Amidst the fast-changing internal and external environment, it is important that the Judiciary gathers extensive opinions and stimulate discussions based on the collective intelligence and active communication, in line with the Judiciary’s endeavor for continuous progress,” and called upon the judges appointed as members of the newly established Commission to “have constructive discussions with the senses of responsibility and duty for the future of our Judiciary.”
The Judicial Administration Commission is comprised of judges from each court, all of whom aim to collect extensive opinions from judges during the decision-making processes of major judicial administration policies; to facilitate sharing various information between judges; and to make the judges’ participation to the judicial administration a systematic process.
The Committee will be comprised of subcommittees, including: Committee for Court Culture Improvement; Trial System Development Committee; Judicial Ethics Review Committee; and Judicial Policy Planning Committee. Amongst these subcommittees, the Committee for Court Culture Improvement and Trial System Development Committee are the first two committees to begin with from April 2016.
Members of each commission were appointed by the Minister of National Court Administration upon recommendations made by each of the high court jurisdictions, followed by a through consideration to reflect diversity between judges from different court instances, jurisdictions, positions, gender, etc.
All judges working in any court in Korea can suggest an agenda to be reviewed by the Judicial Administration Commission. The Commission will significantly enhance procedural transparency and legitimacy of judicial administration by disclosing the discussion materials and the results of the agenda selected for review.

Specifics with regard to the agenda will be announced as soon as they are confirmed. Proposed agenda at the moment include: desirable method to operate collegiate panels; practical method to realize the principles of court-oriented trials and oral proceedings; etc.
