TITLE NCA Releases Materials on the ¡°Juvenile Notification System¡±

NCA recently published booklets and leaflets on the "Juvenile Notification System" to help address school violence and protect teachers' rights. In December, 2024, the National Court Administration produced and distributed booklets and leaflets explaining the “Juvenile Notification System.” This system is essential for legally protecting juveniles and enhancing youth education The materials were sent to the Ministry of Education, the Ministry of Health and Welfare, as well as metropolitan and provincial offices of education. The aim is to facilitate better understanding of the system and support schools in actively utilizing it.


The juvenile notification system is a process that allows guardians, school heads, social welfare organizations, and probation offices to directly receive juvenile protection cases without going through police, prosecution, or other investigative institutions, as outlined in Article 4(3) of the Juvenile Act. Under the Juvenile notification system, juvenile misconducts that are difficult to deal with at home and schools can be resolved early on by directly requesting a court for resolution and asking for the help of experts without the intervention of investigative institutions. This procedure alleviates the burden of investigation on juveniles and prevents potential disadvantages such as criminal record checks or inclusion in investigative data tables.


As various youth-related issues, including school violence, violations of teachers' rights, mental health concerns, and digital sexual misconduct, continue to emerge as pressing social problems, the juvenile notification system is being recognized as an effective solution.


However, due to a lack of understanding about the notification system and concerns over civil complaints occurring in schools, of all juvenile protection cases that are on the rise every year, only 1% of cases are received through the notification system.


The court has revised and distributed booklets and leaflets that provide detailed outlines of the juvenile notification system, along with actual cases presented in an easy-to-understand format. These are expected to be a useful guide for youth and practitioners in related fields to have an in-depth understanding of the importance and merits of juvenile notification systems and to effectively apply them to their practice. Ultimately the court hopes these resources will contribute to the healthy growth and development of youth and the creation of stable and harmonious communities.


Notification on juvenile protection cases can be filed with 14 family courts and district courts nationwide that handle these cases. The above booklets and leaflets can be downloaded from the publication section of the Supreme Court website (http://scourt.go.kr).
