- Experts and citizens convene to discuss the necessity and methods to expand single-judge jurisdiction of first instance cases -
▶ Heavy case backlog caused delays in case disposition period, longer time for designation of first trial date and long-unsolved cases. Although increasing the numbers of judges and research judges is the fundamental solution, such scale of expansion can hardly take pace in the short term; therefore, the only practical solution is to increase the types of first-instance civil cases that fall into the jurisdiction of single judge chambers in order to ensure expeditious trials that are thoroughly examined.
▶ In addition, considering that the Court Organization Act prescribes the principle of single-judge adjudication of first instance cases, and the successful implementation of law school system and life tenure judgeship have led to increased number of judges with extensive legal experiences, the civil jurisdiction of single-judge chambers should expand.
▶ The Supreme Court held the public hearing because a public and transparent discussion and gathering of opinions from wide social spectrum is important since the change of material jurisdictions of first-instance civil cases directly influence the citizens using judicial services.
