Summary

Lawn maintenance work at Seoul Plaza is merely an act of management and cannot be regarded as an act of use and does not constitute ¡°an event held by the state or a local government for a public interest¡± as prescribed in Article 6(2)1 of the Ordinance. Therefore, the disposition issued by the Mayor of Seoul on the premise that lawn maintenance work at Seoul Plaza is subject to priority consideration under Article 6(2) of the Ordinance was illegal.
