[1] Whether the state's support of religious ceremonies, events, and tangible things which have already been established as cultural values is contrary to the principle of separation of religion and state under the Constitution (negative with qualification)
[2] Where a local government obtains the approval for a development project from an upper government to develop the whole area of a historical Catholic church as a cultural tourist destination and then renders an adjudication on expropriation of lands, etc. within the working premises, the approval of such project and the adjudication on expropriation of lands, etc. therefor are not contrary to the principle of separation of religion and state or the right to equal protection under the Constitution
